The BCCI has asked the team to stay in Sydney rather than travel to Canberra for a tour match against the ACT Invitatonal XI on Thursday.
The Indian team were due to travel to Canberra on Monday but returned to their hotel rooms after boarding their bus.
"We have been instructed by BCCI in Sydney until we get further instructions," media manager M V Sridhar was quoted as saying by the Indian media.
The BCCI top brass met at Chief Sharad Pawar's residence in Delhi this morning. The working committe will meet on Tuesday following which a final decision on the fate of the tour is expected.
Meanwhile, Cricket Australia chief executive James Suherland has proposed a peace meeting between the two skippers Anil Kumble and Ricky Ponting.
"The Chairman of Indian cricket overnight made a commitment that it would and that's good enough for me," he said in a statement issued in Melbourne.
Harbhajan is the first player punished for a racist remark since South Africa's Herschelle Gibbs was suspended for one Test, one limited-overs international and a Twenty20 match in January 2007. He was caught on a stump microphone talking about Pakistan fans.
In 2003, Australia's Darren Lehmann was suspended for five ODIs after he was found guilty of racial abuse in a match against Sri Lanka.

Im glad that Indians are taking the bold decision of suspending the test.
This would wake up ICC, whose majority Income comes from India...........they should think twice before punishing Bhajji and allowing Symonds to go scot-free only on the verdict of the CHEATING captain Ponting, besides the Umpires are clueless.
